In April 2013, with the support of the UNDP Climate Risk Management in Uzbekistan (CRM Uzbekistan) Project a “Resource and Information Centre" was established within the Department of Environmental Protection and Ecology of the Engineering and Economics Institute in Karshi. Teachers, master and bachelor students of the Department, the employees of the Resource Center S.O. Muradov, R.A. Eshankulov, U.R. Panjiev, B.M Kholbaev, F.A. Turdyyeva, L.A. Rashidova, B.T. Bozorov, U.M Turayev and S. Buriyev actively participate in all the activities of the Centre aimed at raising public awareness on climate change, climate risks, water and land use management, and involving stakeholders from local communities in various activities and events.

For introduction and promotion of this technology the UNDP Project "Climate Risks Management" jointly with GEF Small Grants Program provided assistance in laser leveling in arid districts of Kashkadarya region, such as Guzar, Nishan, Kasbiy, Karshi and Koson. The work started with 12 sets of laser equipment. To visually demonstrate the advantages of this laser leveling technology, the Project has organized two orientation seminars on how to use and set up this innovation by farmers as part of general agro-technical works at irrigated lands, involving 126 farmers of Kashkadarya region.

Indeed, climate changes today turn to be inevitable and therefore all countries are seriously concerned about this global threat. Experts note that level and duration of warming in XX century was the greatest than any other period during last thousand years. This warming resulted in increase of average level of World Ocean to 10-20 cm, shrinking of ice coverage in Arctic Ocean to 20-40 %, sudden reduction and even extinction of glaciers and snowfields have been observed. All that was accompanied in different parts of the Earth by extreme weather and climate phenomenon, such as flash floods, hurricanes, tornados, droughts, heat waves, mud torrents, avalanches and others.

The idea of constructing water regulation facility at Ayrum Canal was proposed by Sh. O. Muradov - Head of the Environmental Protection and Ecology Department of Karshi Engineering Economic Institute. At the meeting with Kashkadarya Regional Khokimiyat on 9 January 2012, while discussing the issues of improving water supply in Karshi , the proposal was made to build a cascade of such facilities to show their functional benefits, further being approved and included in the Action Plan to supply irrigating water to Karshi city.
